Lieutenant Colonel Lewton participates in the Ribbon Cutting Ceremony for the Cowen Wastewater Treatment Plant and tours the newly improved and expanded facilities. The project is part of the Southern West Virginia Environmental Restoration Infrastructure and Resources Protection Development Pilot Program was authorized by Section 340 of the Water Resources Development Act of 1992 (P.L. 102-580), as amended.
