Joseph M. Savage

Deputy District Engineer

Joe Savage started as the Deputy District Engineer at the Huntington District August 24, 2015. He also serves as the Chief of the Planning, Programs, and Project Management Division. He is responsible for the business management of the district and has program responsibility for the district’s civil works missions.

Prior to reporting to the Huntington District, Mr. Savage managed the Japan Engineer District's Host Nation construction program for all the United States Military Services throughout Japan as the Program Management Branch Chief and was responsible for the coordination, planning, resourcing and execution of a large, diverse construction program averaging over $1B per year.  Previously, Mr. Savage served as the Senior Project Manager for Fort Benning, GA for the Savannah District from April 2008 to May 2013. In this role, he was responsible for a construction program of over 200 projects valued at over $2B from cradle to grave for the Army BRAC mission to relocate the Armor School from Ft. Knox, KY to Ft. Benning, GA.  Prior to his assignment on the Ft. Benning Team, Mr. Savage served as a project manager for the Ft. Bragg, NC team from 2002 to 2008.  Mr. Savage was assigned as a construction project engineer in the Ft. Stewart Resident Office in 2002.  Mr. Savage served on active duty as an Engineer Officer in the U. S. Army from 1997 to 2002 where he served in a variety of staff and command positions.

Mr. Savage earned a Bachelor of Science degree in civil engineering from the United States Military Academy in 1997. He earned a Master of Science degree in Project Management from George Washington University in 2011.  Mr. Savage is a registered professional engineer in Georgia and is a certified project management professional.
