The Soo Lock Design Charrette, Cost Risk Analysis and Value Engineering (VE) Study
The Soo Lock Design Charrette, Cost Risk Analysis and Value Engineering (VE) Study was held at the Detroit District Office October 10-12. This was a pilot effort to combine multiple requirements into one large charrette / workshop and proved to be quite effective. Tremendous upfront effort ensured that all of the right people were involved. This multidisciplinary team included representatives from three Districts within LRD (LRE, LRH and LRC), as well as a representative from the Civil Works Cost Engineering and Agency Technical Review Mandatory Center of Expertise (MCX), three team members from the Inland Navigation Design Center Mandatory Center of Expertise (INDC) and a stakeholder, Capt. Paul Christensen, Director of Vessel Operations and Security, Interlake Steamship Company. Significant cost avoidances for the Benefit to Cost Ratio Certification and for the VE Study were identified.
