The U.S. Army Corps of Engineers hereby informs the public of the initiation process to update the Regional Master Plan for six of the locks and dams located on the Ohio River. USACE defines a Master Plan as the strategic land use document that guides the comprehensive management and development of all recreational, natural, and cultural resources throughout the life of the water resource development projects. The master plans are a vital tool produced and used by USACE to guide the responsible stewardship of USACE-administered lands and resources for the benefit of present and future generations. Master Plans do not address the specifics of regional water quality, shoreline management or water level management, nor do they include changes to operation and maintenance of project operation facilities, navigation, or hydropower functions.
Public input is critical in the Master Plan update process. USACE will be hosting three virtual public meetings to provide information on the Master Plan process and to give the public an opportunity to comment. The public comment period will begin prior to the meetings on Sept. 17, 2021 and will remain open until Oct. 18, 2021.
The public is invited to join USACE for virtual public meetings to provide input on the following dates:
Tuesday, Sept. 28, 2021 at 6:00 p.m (EDT), which will cover Captain Meldahl Locks and Dam located in Felicity, Ohio.
Wednesday, Sept. 29, 2021 at 6:00 p.m (EDT), which will cover Greenup Locks and Dam in Greenup, Kentucky; and Robert C. Byrd Locks and Dams in Gallipolis Ferry, West Virginia.
Thursday, Sept. 30, 2021 at 6:00 p.m. (EDT), which will cover Racine Locks and Dam near Letart, West Virginia; Belleville Locks and Dam in Belleville, West Virginia; and Willow Island Locks and Dam in Newport Township, Ohio.

The application allows comments to be left easily from a cellphone or computer. Simply drop a pin on the map marking the area the comment applies to and click submit.
