In October 2017, the Institute for Water Resource (IWR) challenged the Waterborne Commerce Statistics (WCS) Team nationwide with finding efficiencies in data collection and processing on the WCS mission. The Planning Center of Expertise for Inland Navigation's Data Management Branch located within LRH, which processes approximately forty percent of the nation's Waterborne Commerce Statistics annually, decided to focus on increasing automation, and in turn reducing data entry.

Historically, many inland navigation operators have provided voluminous hardcopy reports that require data entry, rather than submitting electronic documents that could be imported into USACE systems. PCXIN-DM recognized that reducing the data entry burden could greatly increase efficiency. So, their response to the goal of finding efficiencies focused on  providing technical assistance resources to all inland navigation operators to encourage automation and reduce processing time.

While the initial goal was automation for 80% of vessel operation records, eighteen months later 98% of all vessel operating records processed by PCXIN-DM are automated. This achievement surpasses all expectations, and demonstrates the quality of relationships PCXIN-DM staff have with industry, as well as, their level of commitment to a job well done.
