Program Description
Section 531 of the Water Resources Development Act of 1996 (Public Law 104-303) provides a program of Federal assistance through the U.S. Army Corps of Engineers (USACE) that allows for design and/or construction assistance to non-Federal entities for water-related environmental infrastructure, environmental restoration, and resource protection and development projects including projects for wastewater treatment and related facilities, water supply and related facilities, surface water resource protection and development, and small stream flooding, local storm water drainage, and related problems.  The Section 531 Southern and Eastern Kentucky Environmental Infrastructure Program covers the following southern and eastern Kentucky counties:  Bath, Bell, Breathitt, Boyd, Carter, Clay, Elliott, Floyd, Harlan, Jackson, Johnson, Knott, Knox, Lawrence, Laurel, Lee, Leslie, Letcher, Lincoln, Magoffin, Martin, McCreary, Menifee, Morgan, Owsley, Perry, Pike, Pulaski, Rockcastle, Rowan, Wayne, Whitley and Wolfe.    

Authority
Section 531 of the Water Resources Development Act (WRDA) of 1996 provides authorizing language for the Southern and Eastern Kentucky Environmental Infrastructure Program.  Assistance under this section may be in the form of design and construction assistance to non-Federal entities for water-related environmental infrastructure, environmental restoration, and resource protection and development projects in Southern and Eastern Kentucky.  These could include projects such as wastewater treatment and related facilities, water supply and related facilities, surface water resource protection and development, and small stream flooding, local storm water drainage, and related problems.  The section also sets the amount of appropriations for the program at $100M.
