The stated purpose of the project is to allow access to DP&L's property on the east side of Elk Run for the purposes of harvesting clean borrow fill (clay) within an approximate ±88-acre site. The harvested borrow fill would be used for current and future operations at the existing fly ash landfill at DP&L's J.M. Stuart Electric Generating Station.

    The applicant proposes to reconfigure the ramps from eastbound I-90 to southbound SR 11 and from northbound SR 11 to eastbound I-90. The project would eliminate the current restrictive 90-degree turns onto the ramps. Carson Road would be permanently closed under I-90. The existing I-90 bridges over Carson Road would be removed and replaced with roadway embankment.
